Can we travel to Guangzhou after applying VOA at Shenzhen?

My friend hold French passport would like to make a day trip to Guangzhuo during his visit to Hong Kong.
We plan to apply VOA at Lo Hu train station. Does the Shenzhen VOA permit us to travel to Guangzhuo?
