HI, to get my next connecting flight, I will have to travel from PVG airport to SHA airport. I will have only 4 hours wait time. Should I get VISA ? kindly can someone tell me about this. Thanks

Even if you had a visa, 4 hours to collect baggage, clear immigration, switch airports and check in again might be pushing it. Whether you can without a visa depends on where your next stop after SHA is as it must be a third country.
