will will stay 1 day stay then sail by the same cruise ship to Shanghai arriving 20/03/2019 staying one day then sailing to Hong Kong on the same ship. As we have booked local tours in both cities are we entitled to the 144 hour visa waiver or 15 day visa waiver?For UK and Irish passport holders.Thank you

Dear, you are eligible for the 144 hours visa but not 15 days visa because you enter Tianjin at first but not Shanghai by cruise ship. Remember you can only stay to move in Beijing, Hebei and Tianjin accoridng to 144 hours visa.
