MNL-PVG-EWR Flight Itinerary

Hi, I'm a Philippine passport holder traveling to the US with itinerary MNL-PVG-EWR. I have a 5 hour layover in PVG and would like to know the following:

1) Do I qualify under 72 Hour Visa Free Transit? How to apply for this?
2) Do I pickup my luggage in PVG T1 when I transfer to PVG T2 or my luggage goes all the way to EWR?

Flight Details:
MNL to PVG via China Eastern
PVG - 5 hours transit
PVG to EWR via United Airlines

Thanks!

You cannot use the 72 hours visa free, but 24 hours visa free transit should be possible. As the twp trips are offered by different airlines, you need to arrange the luggage again at PVG
