Where do I get my marriage cert authenticated?

I am a Malaysian residing in Singapore. I have a US marriage certificate. Where/who should I get to authenticate my marriage cert? I had gotten it notarized/certified and legalised by the Ministry of Foreign Affairs in Singapore but was told that it is not valid.

If you are required to do that when applying for a Chinese visa, you need to get your US marriage certificate authenticated from the Secretary of State or Ministry of Foreign Affairs of your country in USA.
