24 hr transit and cost

I have a 7 hr layover in beijing leaving Indonesia and would like to explore Beijing city for a couple hours. I’m an American citizen with a valid passport. So I would have to apply for the 24hr transit and I would be set to go as long as I arrive back to the airport 2 hrs before my departure? Also how much does the 24 hr transit cost?
