About:Hainan 30-Day Visa-Free Access

I travel on NZL Passport, want to visit Hainan... Having my return Airline Ticket and Hotel Booking.

Is that enough to qualify for the VOA upon arrival? What does it mean "I need to be received by local agency?" Thanks, Stefan

No, you still need to book a tour through a local travel agency in advance and they will receive you when you arrive.
