Flying separate itineraries with Beijing TWOV. Issues with boarding flight without valid visa?

I'm flying from US to Beijing, 36 hour layover in Beijing, then on to Hong Kong. Tickets bought separately on 2 different airlines. I qualify for the 72 hour twov. However the airline from US to China is telling me that I must have entry permit to board the plane. Any suggestions on how to fix this without getting entry permit?

Tammy, if you would travel like US-Beijing(36 hours)-HK under valid US passport, you can apply for 144h twov in Beijing. No need to apply for visa for that trip.
