About:144-hour Visa-free Transit in Shanghai, Zhejiang, and Jiangsu

Do I need a Chinese visa for the following?

My daughter entered Shanghai on July 8th to study for a month in summer study program. We picked her up on 8/4. On 8/5 we flew to Xi’an. On 8/8, we flew to Hong Kong. We tried to take train back to Shanghai but ran into visa problems for her because she has a one entry study visa. We now have a flight back to Shanghai and are hoping to use 144 hour visa free transit application for her because we have to ticket and flight back to Newark on 8/16.
It looks like this now. 8/13 flight from Hong Kong to shanghai. 8/16 flight from Shanghai to Newark. Does she qualify for 144 visa free transit?
