"Proof of legal stay or residence status"

In section 5A it states "For those not applying in their country of citizenship, a proof of legal stay or residence status is required." Do you know what this means?

I am a Canadian applying for a tourist visa from Vietnam. Because I am not applying in my country of citizenship, does my Canadian passport satisfy this requirement?

They are referring to for example residency permit to live in Vietnam. If you are a short term temporary visitor you may have to apply in your home country. You will want to check with Chinese embassy in Vietnam to find out if they will process china visa for foreigners. I think the one in Hanoi might be currently accepting but that info is from 2017.

I have just finished applying for the tourist L in Soeul, Korea. They took my passport and an L Invitation Letter (signed by a Chinese national). Any other type of application was not accepted in this country.
