Hello how are you!? X2 visa

I currently hold a X2 but i did not finish my project i have to submit it next semester... and my entry permit will expire soon... i want to apply for a new X2... the question is, am i suppose to go and apply for the visa from my Local country or i can even apply from nearby countries here!?.. thank you...
