Registering with local police when arriving in China

I am flying to China soon to visit my wife's family there. I will be staying at their home. Do I have to register my arrival and stay with the local police department?

You must do so in under 24 hours of your arrival. Otherwise there will be a 2-year ban from using TWOV. You should also bring the receipt they give you in case the departure immigration asks for it.

But I have a Visa already. I don't need a "TWOV." Doesn't matter. I'll be registering when I get there.
