X2 to an X1

Hello I am currently in the UK I have a valid X2 which I haven't entered China on yet. I have been accepted to study at an university and they will provide paperwork for an X1. If I fly to China on the X2 pick up the paper work from the university can I apply for an X1 in Macau or somewhere else? Is this possible save waiting all this time to send the paperwork work to the UK?
