X2 to an X1

Hello I am currently in the UK I have a valid X2 which I haven't entered China on yet. I have been accepted to study at an university and they will provide paperwork for an X1. If I fly to China on the X2 pick up the paper work from the university can I apply for an X1 in Macau or somewhere else? Is this possible save waiting all this time to send the paperwork work to the UK?

It's possible to change the X2 into X1 at the exit and entry administration of the local PSB within China. If it can succeed, you don’t need to go Macau for that. You can have a try.
