About:24-Hour Visa-Free Transit

Can I use the 24-free-transfer?

I want to travel from Taiwan to Tel Aviv (I hold Israeli passport). I have a layover in Chengdu (two different airlines).
Is the 24-free- transfer is enough? Is there any way to apply for the visa without going to the Chinese embassy?

You don't need a visa if your transit is less than 24 hours.

Thank you for your response.
I'd like to verify, I don't need to apply for any visa? Can I arrive at the airport and the immigration clerk will allow me to go out of the airport in order to check in again for the next flight? [I'll book the next flight in less than 24 hours]

You don't need visa, and you are allowed to leave the airport.
