X1 visa from Philippines

I am a Congolese girl, studying in China, my visa will expire soon and I need to get out of China and apply for an X1 and re enter. Can I get it from the Chinese embassy in the Philippines?

You can try to extend your X1 type at the exit and entry administration of the local PSB within China. If it can be done, you don't need to go to the Philippines for that. Besides, if you don't have residence permit in there, I'm afraid you cannot apply for it from the Chinese embassy in the Philippines.
