Question

Philippines passport, travelling to US to Manila, layover Shanghai for 24 hours and 45 minutes. Will I still be able to leave the airport and roam around Shanghai?

24 hour direct transit must be under 24 hours from arrival to departure, your transit is 46 minutes too much. Philippines passport will require a visa for this.
