Mazahir, the main problem here is the fact that your travel itinerary has a layover longer than 24 hours. You have written that you land in Chengdu at 12:20 pm and that means that you land on 12:20 - around midday and your next flight departs the other day at 16:00. It is noticeably longer than 24 hours and makes you ineligible for 24 hour visa free transit, unfortunately. In case if you have presented something wrong and you depart from Chengdu on the same day at 16:55 (flight 3U3917), you are definitely eligible for 24 hour visa free transit regardless of your separate tickets. So, if you plan to do this itinerary to happen within one day or better to say during an afternoon, you will travel covered by 24 hour visa free transit and you do not need any kind of visa. At the time of your check-in in HCMC you will declare that you are traveling to Dubai via Chengdu using 24 hour visa free transit and in the same time you will present your confirmed flight from Chengdu to Dubai. After a short check, you will be allowed to board the plane. Upon your landing you will fill out arrival card where you will ticket the box - transit.
