Can a cameroonian apply for chinese work permit in singapore

Please wish to ask if a cameroonian can apply for chinese work permit in singapore. If yes, what are the requirements and will i need a resident permit in Singapore?

As I know, you can ask your employer to help you apply for the work permit. If you want to apply for work Z type in Singapore, you need to provide the Singapore residence permit for the application.
