Can Filipino green card holder visit Shanghai and Beijing under the 144-hour free transit policy?

everyone needs a visa for that. Multiple stops in China is limited to 24 hour direct transit. Also for 144 hour TWOV Yu need US Passport just a green card is not sufficient.
