A New Zealander passport holder traveling from Dushanbe, Tajikistan to Manila, Philippines, transiting in Urumqi and Guangzhou (within 24 hrs). Can I travel without entry permit in China? Thanks much!

As I know, there is only 2 hour twov in Urumqi, so I'm afraid you need a visa for that trip beforehand. Or you can check the information from Timatic to confirm that, and it's an IATA database which airlines use. Good luck.

TWOV is not applicable in Urumqi when involving multiple stops within Mainland China regardless of how long the transfer window in Urumqi is. The two-hour rule only applies when Urumqi is the sole stop within Mainland China.
