About:72-Hour Visa-Free Transit

Do I need to apply for a visa/permit?

I'm a U.S.A passport holder
I'm flying from USA-->Xiamen (12 hour layover)-->Bali, Indonesia
We're planning on leaving the airport on the layover in Xiamen to see Xiamen city.
Do we need to apply for a direct transit or 72 hour permit?

You can enjoy 24h twov in Xiamen, and you can apply for it upon arrival at the airport. No visa is needed then.
