You won't qualify for free transit in Shanghai because of the layover in Xiamen. But you can use the 24h twov for the trip Hong Kong--- Shanghai and Xiamen--- LAX if your total layover time in mainland China is within 24 hours.

How would the 24h twov work?

When arriving from Hong Kong to Shanghai I would be leaving to lax within a 3 hour time span and my layover in xiamen would only be for 2.5 hour in the airport

If you have more than one stop in china in a single direction of travel you must depart china within 24 hours after you land in China.

For example on the way to Tokyo, you must leave china within 24 hours of landing in Xiamen.
On the way back you need to leave china within 24 hours of landing in Shanghai.
