Info in Beijing Capital Airport

VCE to PEK(ticket 1)
PEK to SHE(ticket 2)
I will get the 72 hours transit Visa in SHE ( I have a third destination)

Questions:
Do I have to pick my luggage up in PEK and going through the exit and entry frontier inspection? Do I get a 24h permission for the transfer to SHE? Where should I go?
