I am a US green card holder with a Philippine passport. I will be on an 18-hour stopover in Shanghai. Can I get out and tour the city of Shanghai without a transit visa?

Hi, as I know, if you can enjoy 24 hr TWOV in there, leaving the airport in Shanghai is no longer possible if your layover is less than 24 hours regardless of nationality. In some cases, however, people were let in when they showed their hotel booking confirmations. You can have a try.
