Transiting for 20 hours

Hi I hold Indonesian passport, also friend holds phillipines passport. We are traveling to europe from Australia, then there will be 20 hours transit in Beijing. Would like to travel around beijing for the 20 hour transit. Do i apply for visa on the beijing airport or do we apply from before we leave australia in embassy here?
