Hello, can i get my z type in shanghai if i do my masters in university that is not in shanghai and i don't have 2 yrs working experience

Hi, according to new work permit policy for process working visa must need university degree and 2 years working experiences, so I 'm afraid you cannot get the work Z without 2-year working experience.
