About:144-Hour Visa-Free Transit

BUD-ZRH-PEK-HGH - HGH-PEK-MUC-BUD Does the initial city of departure count?

The full trip is Budapest-Hangzhou-Budapest, but the actual flight to/from Mainland China is from Zurich to Beijing and then from Beijing to Munich, would that be OK? Thank you!

It is OK, but only for 24 hours transit without visa because you transit two cities in China. You will need a visa to stay longer than 24 hours in China.
