About:144-Hour Visa-Free Transit

Transit to Shanghai. is that included in the free transit visa policy?

I am planning my trip to Shanghai and will depart from Ho Chi Minh (Vietnam) to Shanghai (via Hong Kong), and the return way would be Shanghai to Hong Kong and then Ho Chi Minh.

No. You need a visa. Hong Kong - Shanghai - Hong Kong isn’t a transit.
