About:24-Hour Visa-Free Transit

philippine passport transiting in Wuhan for 18 hours

im transiting in Wuhan on June 2018 from Bangkok to DUbai. I know I can do TWOV but I wish to leave Wuhan airport to see Wuhan city. Can I leave the airport terminal with my passport? I have residence visa in UAE if that matters.
