Shanghai to Lhasa

Can a foreigner buy a domestic flight ticket (from Shanghai to Lhasa), before a foreigner gets a Chinese government's permission of visiting Lhasa?

Yes, you can book a flight in advance, but you need to show the Tibet Travel Permit when you board the flights.
