Is Lhasa your final destination? If so and if you are a Singaporean citizen, you will enter China visa free and you do not have to bother about visa free transit details and similar. Your passport is enough to travel within China for 30 days visa free. Lhasa is in China, so there are no problems in this regard, but it is true that you will need a Tibet Travel Permit that is issued by an agency that will be your guide during your stay in Tibet Autonomous Region. In other words, if you are arriving with Tibet Travel Permit already settled by relevant agency, you are free to travel via Chengdu TFU without any additional administrative obstacle.
