You can take the shuttle bus from the Terracotta Museum to the North Railway station from 10:30 to 19:30.

for the shuttle bus from Terracotta Museum to the North Railway station, do I need to obtain a pass from the North Railway station first in order to take the bus?

Yes, you need to show the entrance ticket of Terracotta Warriors which is bought in the Tourists Service Center of North Railway Station as well as the pass (given by the Tourists Service Center) if you want to take the free shuttle bus.
