About:72-Hour Visa-Free Transit

Singapore to shanghai then Hong kong

Can I use the transit without visa.

For Singapore-Shaghai (2days for conference)- Hong Kong - Singapore?

Yes, if your passport qualifies. By the way, if you have a Singapore passport you don't need a visa for 15 day visit.
