I'm a US citizen currently on a work Z in china, but had difficulties in renewing my working visa due to to the new policies.

Hi, you cannot work in mainland China under a tourist L type, and if you don't have ARC card in South Korea, you cannot apply for Chinese visa in there. Maybe you can try to find an agency to help you make the application. The agency can always find a way to solve this kind of problem.
