I would like to take a holiday to Beijing in three weeks from now. Do you know where I should apply and whether it's possible to get a visa in such a short period of time?

Craig, you can make the application from the China embassy or consulate in Azerbaijan. Processing time is around four working days if you have all the right documents, so it's possible for you to get the visa within three weeks.
