I f you are planning to come to Taipei then you should come around October. At that time, The weather in Taipei is pretty much great and you can have lots of fun during that time. Otherwise, if the weather is not pleasant then you have to stay indoors and you will miss all the fun in Taipei. All the activities like paragliding,Skiing,scuba diving are also open during that period.
