New Chinese Visa point System

Is the new work permit point system effectively working as we speak or the embassy still uses the old system?

The work visa point system took into effect several months ago.
Theoretically speaking, foreigners with NO degree or senior citizens over 60 years old can obtain China work visas if they reach the point limit. The applicants need to have more than 15 years work expierence and higher salary with more payrable individual income tax.
