Is foreigner allowed to visit Jiuzhaigou?

Hi, we are planning to go to visit on the 7th April in a group. However, we are not sure if foreigner is allowed to visit coz the tour called the police and said foreigner is not able to buy the ticket. Is it true? Thanks.
