Hi, HONGKONG visa

This is Lovepreet. I am planning a short visit to Hong Kong from 24 March 2018 to 28 april 2018 on a bussiness entry permit. I had a query about my application submission. I am an on work permit in canada from india. Should I personally come to the consulate office in Montreal or Can I send my visa papers along with passport in Montreal?
