Can I use 144-Hour Visa-Free Transit ?

We will arrive in morning in TIANJIN Port, then go to BEIJING and on next day will fly to NYC.
How can we get this 144-Hour Free Transit?
Does Consulate of China know about this 144-Hour Free Transit?

144hr visa free applies if the previous departing country before arriving Tianjin port is not USA.
