About:144-Hour Visa-Free Transit

Transit visa from Shanghai and travelling to HeiHei for entry to Russia

I am Russian and will be travelling to HeiHei via plane and catch the ferry to my home town of Blagoveshenk. Can I use the 144 hour Shanghai transit visa ?

You need a visa. You are not allowed to travel outside the approved region with 144-hour transit (which only includes Shanghai, Jiangsu and Zhejiang). Heihe is in Heilongjiang which is thousands of miles away from Shanghai.
