Visa for a Romanian citizen, working in Switzerland/Basel

Hello,
I am a Romanian citizen, working in Basel (permit B), and I plan a business trip in Shanghai and Beijing on March 17th - 25th, but I am still waiting for logistics (accommodation and flight reservations). Please help me with an advise: when I have hotel confirmation, may I get the visa in Zurich? how long takes it?
