About:72-Hour Visa-Free Transit

I fly AMSTERDAM to Osaka to SHANGHAI to AMSTERDAM; do I qualify?

Do I qualify for a 24 hour transit visa

You are eligible for the 144 hour transit without visa as long as Shanghai is the only stop in China. Be aware if your stop in Shanghai is less than 8 hours because even with the TWOV they may not allow you to leave the airport.
