New York to Shanghai via Guangzhou : 144h visa

I will be flying from NY to Shanghai with a stop in Guangzhou. I would like to apply for a 144h visa (my total stay in China will be 3 days, I will then fly to Hong Kong). Should I apply when in transit in Guangzhou (only 1h30 transit time in Guangzhou maybe that's too short) or can I apply upon final arrival in Shanghai ?

I am sorry that you are not eligible for the 144h visa-free transit because you will transfer in two domestic cities in China - Guangzhou & Shanghai. Then you have to apply for a transit visa.

But if your route is NY - Shanghai - Hong Kong, the visa waiver transit will work.
