Is EU Country considered as third Country?

I would like to fly Zurich - Shanghai- Paris.

Could I apply for 144 hours visa? Is European country considered as a third country?

That's fine for 144-hr transit if your flights are nonstop. Immigration does not care about whether it's an inner-Schengen or EU country or not.
