Can I apply for 144 hours transit visa in Shanghai if after that Im gonna flight to Taiwan?

I´m planning a trip Chicago-Shangai-Taiwan, Could I apply for 144hr free transit in Shanghai if my final destiny is Taiwan? Is it taiwan a third region or country?

Taiwan is considered an international destination for these purposes, so you don't need a transit visa for your itinerary.
