Beijing and Shanghai during 144 hour transit visa

I will be flying into Beijing and out of Beijing, taking advantage of the 144 hour transit visa. But I wanted to take the bullet train down to Shanghai. I read that if I want to leave the Beijing/Tianjin/Hebeiarea area, I can go to a nearby Public Security Bureau to apply for a visa. Do you know the success rate of this?

I’m afraid it’s a little hard to succeed, so you are suggested to apply for a visa in advance.
