About:144-Hour Visa-Free Transit

What if tours of Shanghai are booked with cruise ship not through local company?

Like George, we are arriving from Japan on HAL, taking tours of a Watertown and Shanghai booked through HAL. Does this count for the 144 VISA? We will be visiting Korea before returning to Yokohama.
