Japan-China-Japan isn't a transit, so clearly free transit does not apply.

But they are departing from the US - traveling to Okinawa and staying for 3 days.
Then they are leaving from Okinawa to Beijing for 72 hours and then back to Okinawa for 6 days. Then they are returning to the US. They are basically making 2 round trips - US to Okinawa to US and Okinawa to Beijing to Okinawa. Will China recognize the US or Okinawa as the starting/ending point of the trip. If they recognize the Trip as US-Okinawa-Beijing - (Okinawa) - US, they should be okay. But if they see this as coming from Okinawa and back to Okinawa they wouldn't be eligible for the 72 hour free transit. They have family in Okinawa that were going to make the trip Okinawa to Beiing to Okinawa and were told the 72 hour free transit is only valid if they stick another stop in their itinerary - like Okinawa,- Seoul - Beijing-Okinawa. That is what causes me to question the first trip.

The US flights are irrelevant. The only flights Chinese immigration see are those immediately before and immediately after China. And Japan-China-Japan isn't a transit. Japan-China-Korea or Korea-China-Japan would be fine of course.
