I have a US passport flying from Indonesia to Kyrgyzstan. Have 20 hour layover in Urumqi. Can I get 24 hour TWOV?

No, you need a visa. Special provisions apply to Urumqi, where you are permitted to stay in transit for a maximum of 2 hours. You may then proceed to other transit points in China, for a maximum total stay in China of 24 hours.
